Closure of BINUCA

The United Nations Integrated Peacebuilding Office in the Central African Republic (BINUCA) was established on 7 April 2009. Its mandate ended on 31 January 2015, subsumed to the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).

National Coordination for Reintegration

The Central African Government, with the technical support of the United Nations Integrated Peacebuilding Office in the Central African Republic (BINUCA) and the United Nations Development Programme (UNDP), submitted a peacebuilding project to the Peacebuilding Fund (PBF) to support the reintegration of demobilized ex-combatants and the recovery of local communities.

This joint project aims to offer income-generating activities to 4,796 ex-combatants demobilized since 2011, in order to prevent their return to illegal activities or re-engagement with other active politico-military movements, to the detriment of host communities. The initiative seeks to preserve the gains made through disarmament and demobilization operations and to strengthen social cohesion within communities.

The programme is implemented by the National Reintegration Coordination Unit, a national body established to ensure the execution of the National Reintegration Strategy across the entire territory.

The Coordination Unit operates under the authority of the DDR Steering Committee and is managed by BINUCA through the Peacebuilding Fund. It is led by a National Coordinator, whose mission is to ensure the planning and implementation of the National Reintegration Strategy throughout the country. As part of the PBF project supporting the reintegration of ex-combatants, the National Coordinator is supported by a DDR Officer seconded by BINUCA and a team of national reintegration consultants made available through the PBF and the World Bank.

Under the leadership of the National Coordinator, an implementation strategy was developed, and reintegration operations were launched on 18 July 2012 in the sub-prefectures of Bocaranga, Markounda, Nangha-Boguila, Ngaoundaye, and Paoua. The main sectors targeted include: training, agriculture, livestock, trade, and small crafts.
ACDA, JPN, DRC, and JRS are the national and international agencies and NGOs identified to provide training and support for project setup.
